The problems of promoting resource recycling in Taiwan mainly lie in production, consumption, waste and regeneration, and lack of systematic promotion framework. In addition to the formulation of the policy framework, the current resource recycling management legislation should also be adopted in practical implementation to strengthen the resource recycling strategy. Therefore, this project collects domestic and foreign legal regulations and current issues related to the promotion of resource circulation, puts forward suggestions on improving the legal regulations of resource circulation, and puts forward the improvement direction of relevant laws and regulations according to the needs of resource circulation management. The administrative punishment of the current waste disposal act is too low to deter the effect, resulting in an endless stream of illegal cases; In addition, the effect of transferring compulsory execution is not good, and most of them end with obtaining creditor's rights certificate. This project will collect the main provisions of administrative punishment and compulsory execution adopted by domestic administrative laws and regulations, analyze the current situation of administrative punishment and compulsory execution of waste disposal act, evaluate the current legal tools, and propose suggestions for improvement. Part of the source enterprises does not fear the waste disposal act within a penal sanctions, often intentionally does not clear, waste disposal, in accordance with the regulations of reason worth exploring, hence the project collecting accessory punishment of major domestic administrative rules and regulations state law amendment advice from all walks of life, or the sample analysis of present situation of the waste disposal act of administrative penalty provisions, and some waste disposal act within a elite scheme under the provisions of the administrative punishment. The project assisted in conducting 2 expert consultation sessions and 9 dharma revision sessions.
